Abstract
Organizational performance of employees is recognized as one of the most important components of measuring productivity in organizations. This element is one of the basic concepts in today's management. Because many management tasks are based on it. The success of organizations can also be seen in the mirror of their performance. Organizational performance is a complex phenomenon that perhaps the simplest interpretation of it can be considered a set of activities focused on organizational achievement. Organizational performance refers to how missions and tasks and organizational activities and their results. This concept defines the expected value of an organization that an individual performs over a period of time. Every organization is looking for ways to create a favorable environment for its employees to achieve the desired organizational performance. To reach a level of ability to have a greater impact on their work. And the cultural and social sectors are very sensitive and important. This study was conducted to investigate the factors affecting the performance of cultural and social sectors of Qazvin Municipality. This research is of survey and applied type. The method of data collection is field. The data collection tool is a questionnaire. In this research, first the indicators were identified and hypotheses were developed based on these indicators. Finally, using statistical techniques, all the hypotheses were proved. Performance management is considered as one of the strategies for developing and updating human resources and thus improving labor productivity. Performance management by improving the organizational climate and creating empathy between Employees and alignment between employees' goals and the organization's goals 
seeks to increase the productivity of human resources and, of course, the productivity of the entire organization by guiding employees to achieve organizational goals by strengthening the desired performance and eliminating undesirable performance using incentive payment methods.
