In the present era, despite the concentration of human and social capital in cities that account for 80% of the country's GDP growth, the overflow of knowledge and innovation and the diversification of expertise can make urban entrepreneurship opportunities a good platform to tackle the unemployment crisis. And solve urbanization challenges, thus becoming dynamic and becoming the main driving force of the national economy. Promoting entrepreneurship and creating the right context for the development of one of the tools of economic development in countries, especially developing countries. In this regard, an entrepreneurial city in terms of value and policy making can utilize intellectual and social capital and identify, evaluate and exploit urban opportunities to promote entrepreneurship in the city and in addition to solving urban problems, improve urban structures and grow and flourish businesses. It will be small and medium-sized in cities, and therefore part of the vision of entrepreneurship development for a city will be provided. In this paper, using qualitative method and interviewing with 8 urban experts of Qazvin city and content analysis research strategy suitable model for entrepreneurship city development has been extracted. The end result of this research is identifying an important factor called citizen participation for entrepreneurial city development.
