Abstract
Abstract Globalization and shift in production and capital accumulation modes make a great development in cities and their international role. Cities depict progress and deep changes in economic, social and technological areas. They are in spatial and social front line of postmodernism. This article studies current trends in international relations between territorial authorities seen as division of labor. It also scrutinizes globalization impact on division of labor, and analyzes intra-national cities relations. As well, it introduces city diplomacy and its functions. Considering dominant theories in international role of cities is the next part of article and it’s shown that how world division of labor creates two kind of cities relation which are compared here. We would see how city diplomacy is related to new concepts in urban studies. Nonhierarchical patterns of relation between cities and other players impose city diplomacy instead of traditional diplomacy in which central governments are dominant. At last new concept of city diplomacy as a tool to improve intra-national cities role and function is examined. City diplomacy is at the end of development spectrum; from old patterns to new ones in urban affairs. A point in which central place theory and space of places converted to central flow theory and space of flows, Fordism is abolished and replaced by post-Fordism and cities relation system is no longer hierarchical and vertical but network and horizontal. Here traditional diplomacy becomes city diplomacy.
