Urban concentration in developing societies has caused many problems within large cities. These include population density, migration, housing shortages, unemployment and environmental degradation, and so on.Urban and regional analysts have focused on developing small towns to overcome inequalities and problems as a fundamental strategy. The purpose of this study is for small cities as an essential solution to deal with the imbalances caused by the first cities. The research method is descriptive-analytical and using statistics and information obtained from statistics and upstream documents and applying rank-size models, entropy coefficient, elasticity coefficient, Morris development index analysis, parabolic changes - Part and different methods of evaluation and measurement of the role of Eghbaliyeh city in balancing the areas of Qazvin urban complex. For the correct and effective operation of small cities, including the city of Eghbaliyeh, based on this research, the following items are suggested. Establishment and proper distribution of agricultural institutions and companies and agricultural products in small towns, filling the gap between industry and agriculture in small towns by creating and increasing industrial agriculture, strengthening relations and links between urban and rural communities and relations Small town and its sphere of influence, establishment of higher education and professional technical institutions to cultivate skilled and efficient manpower, provision of necessary facilities and infrastructure in small towns The small towns within the Qazvin urban complex, with a special focus on the city of Eghbaliyeh, have been formed due to the lack of existing infrastructure and as a result have not been able to play their role properly and have not led to regional balance.
