Abstract
Electronic government is the application of information technology in various government departments in order to increase productivity and improve the level of service delivery. The most important result of this will be the increase of people's satisfaction, provided that the implementation of electronic government is done correctly and successfully. In other words, electronic government, although it can be a fundamental step for governments, is also challenging. If governments cannot provide electronic services in a uniform and accessible manner, they will be available to the general public. The use of information and communication technology in itself is not a serious matter because government institutions were among the first and largest consumers of this technology, but putting computers on the desks of all employees, even having office automation and a news website, are the usual forms of this bureaucracy. It does not turn the administration into an electronic government. Accountability and electronic communication in all government processes can turn a government into an electronic government. In this government, all government services are provided with the lowest cost, the most suitable and fastest way and the highest quality. Citizens and government companies and institutions offer various activities such as paying taxes, renewing certificates, renewing business licenses and registering marriages and divorces through electronic government. Qazvin Municipality is no exception to this rule. About the investigation of obstacles to the implementation of electronic government in Qazvin municipality. This research is of a survey and applied type and a tool for collecting information in the form of a field-questionnaire. and assumptions in dimensions such as Management obstacles, technical obstacles, organizational obstacles, human obstacles-security obstacles were presented and the effectiveness of all the mentioned indicators was proved.
