Analyzing the challenges and opportunities for cooperation between BRICS countries as a platform for transferring technology and urban management experiences

Abstract
The rapid growth of urbanization in BRICS member countries has highlighted the need for effective cooperation in the field of urban management. This study aims to identify the challenges and opportunities of using BRICS as a platform for technology transfer and exchange of urban management experiences. Using a systematic review method and analysis of 62 reputable studies, the findings show that despite having valuable experiences in areas such as smart cities, citizen participation, and tackling environmental crises, member countries lack a structured framework for sharing this knowledge. The main obstacles include the lack of a common platform, cultural and institutional differences, and lack of decentralization in urban decision-making. In contrast, existing institutions in BRICS, such as the New Development Bank, the University Network, and the Information Technology Center, have provided a high capacity to facilitate technical cooperation and knowledge transfer. This article suggests that the formation of a “BRICS Urban Knowledge Transfer Network,” the creation of a multilingual digital platform, and the establishment of a joint urban innovation fund can serve as operational strategies to overcome obstacles and seize opportunities for cooperation. The conclusion suggests that only by transforming the BRICS forum from an economic bloc to a collective urban learning network can the sustainable development and global success of emerging cities be achieved.
